Overview

Eligible participants: Central government officials to be promoted to entry-level managerial positions (Grade 5).

Duration: Six weeks (Six sessions a year)

Number of participants: 1,740 officials (290 per session)

Objectives

• This program aims to contemplate public service life, redefine public service values, and to acquire the policy planning capabilities required of policymakers.

• This program is also designed to cultivate leadership skills and job-specific expertise as mid-level managers, and to develop the competencies for inter-agency collaboration and active communication with the public.

Focus of the Program

• This program focuses on the following:

  • - Internalizing the competencies to practice public service values based on understanding governing philosophy
  • - Enhancing policy planning capabilities through policymakers' lectures on actual policy-making and sharing of know-how, report writing practice, and feedback
  • - Cultivating leadership abilities in public office in line with the changes in roles required of midlevel managers
  • - Building forward-looking competencies through policy research and the understanding of the Fourth Industrial Revolution
  • - Improving the abilities to communicate and empathize with people
